Zechariah 1:1 says God's word came to Zechariah. God told them to come back to him, and he would come back to them.

One night Zechariah had a vision. He saw a man on a red horse. An angel talked with him. God spoke kind words. God said, I have returned to Jerusalem with mercy. My house shall be built in it.
