The title says this is a Psalm by David. The earth is Yahweh's, and everything in it. All the people in the world belong to him too.

Who may go up to God's hill? He who has clean hands and a pure heart. Then the gates are told to open up. The King of glory will come in! Who is the King of glory? Yahweh of Armies is the King of glory!
