Habakkuk 1:1 says this is what Habakkuk the prophet saw. Habakkuk saw many wrong things. People were mean. Rules were not kept.

Habakkuk asked God, how long? God answered him. God said he was working. Habakkuk still had questions. He knew God is holy. He called God his Rock.
