Deuteronomy 19 · Grade 2

Run to the Safe City

Name Date

Read the Story

God told Israel to pick three cities. They were safe cities. They must make good roads to them.

Sometimes a person hurt someone by accident. Maybe an ax head flew off. The man could run to a safe city and live. But a person who hurt someone on purpose could not hide there.

God also said, Do not move your neighbor's stone that marks his land. One person is not enough to say someone did wrong. Two or three must agree.

Memory Verse

“One witness shall not rise up against a man for any iniquity, or for any sin that he sins. At the mouth of two witnesses, or at the mouth of three witnesses, shall a matter be established.”

Deuteronomy 19 · Grade 3

Refuge and Fairness

Name Date

Read the Story

God told Israel to set apart three cities in the middle of their land. They must make roads to them. If someone killed a neighbor by accident, he could run to one of these cities and live. Two men might go to the woods to chop wood. The ax head might slip and hit the other man.

But if a man hated his neighbor and killed him on purpose, the elders must hand him over. The cities kept the innocent safe, not the guilty.

Israel must not move a neighbor's boundary stone. One witness was not enough. Two or three were needed. If a witness lied, the judges must do to him what he planned to do to his brother.

Memory Verse

“One witness shall not rise up against a man for any iniquity, or for any sin that he sins. At the mouth of two witnesses, or at the mouth of three witnesses, shall a matter be established.”

Deuteronomy 19 · Grade 4

Justice with Mercy

Name Date

Read and Think

Deuteronomy 19 sets apart three cities of refuge west of the Jordan. Three more were east of the Jordan, from chapter 4. Roads were made so anyone could reach them fast. These cities kept safe someone who killed a neighbor by accident, like when an ax head flew off and hit a friend.

The cities did not shelter murderers. If someone killed out of hatred, the elders of his city must bring him back for justice. God's law distinguished between accident and intent.

Israel must not move old boundary stones. That would steal a neighbor's land. Two or three witnesses were needed. A false witness got the penalty he planned for another. Eye for eye set a limit for judges, so the punishment would fit the crime.

Show What You Know

  1. How many cities of refuge were west of the Jordan?

  2. What did God's law distinguish between?

  3. Why was moving a boundary stone wrong?

  4. What did eye for eye do?

Deuteronomy 19 · Grade 5

A Refuge Prepared

Name Date

Read and Think

Deuteronomy 19 commands three cities of refuge in Canaan, with three more to be added if God enlarged their borders. Israel must prepare the way and divide the land so that every manslayer could flee there quickly. The goal was that innocent blood not be shed in the land. A person who killed unintentionally, like the man whose ax head slipped from the handle, could live in safety.

The refuge did not cancel justice. A man who hated his neighbor, lay in wait, and struck him must be handed over by the elders. God's law weighed intent as well as outcome, a principle still basic to just courts.

The chapter also protects property and truth. Moving a boundary stone was theft of inheritance. A single witness could not convict, and a malicious witness who lied would suffer the penalty he intended. Eye for eye, tooth for tooth was a rule of proportion for judges, not permission for personal revenge, as Jesus taught (Matthew 5:38-39). Hebrews 6:18 describes believers as those who have fled for refuge to the hope set before us in Christ.

Show What You Know

  1. What was the goal of the cities of refuge?

  2. What did God's law weigh besides outcome?

  3. Why could a single witness not convict?

  4. What was eye for eye?

  5. How does Hebrews 6:18 use the idea of refuge?
